Regulations
Mobile homes may be stationed only on campsites in the green zone that already existed and were duly authorised before the law came into force, and in sports, leisure or camping zones where permanent stationing is planned and which are specially equipped for it; communes may be stricter (law of 18 July 2018, art. 11, paragraph 1). A public campsite needs a written authorisation from the government member in charge of tourism (law of 11 July 1957, art. 2). Any construction in the green zone needs the environment minister's prior authorisation (law of 18 July 2018, art. 6, paragraph 6). Across the communal territory, erecting, transforming or changing the use of a construction needs the bourgmestre's permit, granted only if the works comply with the general and particular development plans (PAG, PAP) and the building regulations (amended law of 19 July 2004, art. 37). On a private plot, the answer depends on the commune: check with it before you buy. If you let the home to tourists, the operator must create a fiche d'hébergement for each traveller and stay and send it electronically to the tourism ministry within 24 hours of arrival (law of 28 February 2025, art. 2 and art. 5, paragraph 3).

The home stands on its own chassis and does not need classic foundations: a level, load-bearing base is enough — a concrete slab, compacted gravel or concrete blocks — on which it is levelled and stabilised. Luxembourg winters are cold, so the home's standard matters: insulation, double glazing and heating, with insulated pipes and frost protection for the plumbing. In the hilly north, the Éislek and the river valleys, the ground may slope or be damp, and the supports are adapted to the plot. Without mains drainage you need a septic tank or a small treatment plant. Bring electricity and water to the plot before delivery.
