Legislation in Portugal
The legal framework for tiny houses in Portugal is still ambiguous. There is no specific legislation for micro-dwellings. In practice:
- On wheels (THOW): if certified as a trailer, it circulates as a special vehicle. Permanent installation on a plot follows the same rules as a mobile home: a licence or prior communication under the RJUE, depending on the zone and the PDM
- On a foundation: a fixed construction under the RJUE — licence or prior communication depending on the zone, with a full project
- On campsites: simpler framework, under tourist accommodation regulations
