Regulations by country

Portugal

Glamping units on licensed campsites or rural tourism land (Turismo no Espaco Rural) are permitted under the tourism accommodation regime. Elsewhere, a unit installed to stay needs a licence or a prior communication (comunicação prévia) under the RJUE — being on a chassis does not exempt it. Alojamento Local registration is mandatory for short-term rental. Timing: a prior communication takes effect on correct submission, payment of fees and notice of start of works; a licence is decided within 20 days after the 20-day screening phase.

Spain

Each autonomous community has its own rules. Andalusia and Catalonia are the most permissive, allowing glamping on camping-zoned and rural tourism land. Units must meet fire safety and accessibility standards. Timeline: 6-12 weeks.

France

France classifies glamping units as Habitations Legeres de Loisirs (HLL) when under 35 m² on licensed sites — no building permit required; above 35 m² on those sites a declaration prealable is needed. On private land a unit is a construction: declaration prealable up to 20 m², permis de construire above. The process is well-established and typically takes 4-8 weeks.

Netherlands

Recreational dwellings (recreatiewoningen) on licensed parks are straightforward. On private land, a temporary permit (tijdelijke omgevingsvergunning) is required. Dutch regulation is clear but enforcement is strict — always get written approval before investing.

United Kingdom

Planning permission is required for glamping units on private land in England and Wales, together with a caravan site licence from the council — many councils now take a favourable approach to farm diversification and rural tourism, but permitted development rights do not extend to caravan sites. Scotland has a more permissive approach under its camping and glamping tourism strategy.

Italy

Agriturismo regulations allow removable accommodation on active farms. Outside farming, glamping falls under tourism accommodation (strutture ricettive all'aria aperta) — regional rules apply. Bureaucracy is slower than northern Europe (3-6 months typical).

Germany

Glamping units on licensed Campingplatze are straightforward. On private land, a Baugenehmigung (building permit) is usually required even for removable structures — though some Lander have exemptions for units under 10 m². Consult the local Bauamt before investing.
