Tiny house in Portugal: the essentials
At Green Village, a tiny house — up to 30 m², on wheels or on supports — is sold at a delivered price: for an address in mainland Portugal, the price on the Portuguese product page includes transport and placing on the plot, with VAT shown separately. Land, water, power and sewage connections, the project and municipal fees are not included. In law it is a building like any other: Portugal's building code (RJUE) covers any construction incorporated into the land with a character of permanence, whatever the construction system, so to live in one you will normally need a licence or a prior communication from the câmara (town hall) and a plot whose municipal plan (PDM) allows that use.
- How much? Every unit has its price on its product page, in tiny houses and small cabins in stock; on these English pages, prices are delivered to the UK, from £5,375.
- Is it legal? Yes, if the PDM allows that use and the câmara approves it; wheels are not, in themselves, an exemption (RJUE, art. 2(a)).
- Which driving licence? B, B with a specific practical test, BE or C1E, depending on the maximum authorised mass of the trailer and of the combination (RHLC, arts. 3 and 21).
- Where to buy? From a builder, a private seller or an importer with stock, such as Green Village; for the Azores and Madeira, the delivered price is quoted for the address.

How much does a tiny house cost in Portugal?
Each product page shows the delivered price for the language you are reading. On the English pages the price is delivered to the UK, in pounds, with VAT shown separately: in current stock, from £5,375, with a median of £22,542. For an address in mainland Portugal, the delivered price is the one on the Portuguese product page, in euros.
What the delivered price includes in mainland Portugal
- The unit: the price on the product page.
- Transport to the address: organised by Mobile Home Logistic (MHL), included in the price and insured at 100 % of the unit's value.
- VAT: shown separately, as on the product page; on the mainland the standard rate is 23 % (VAT Code, art. 18(1)(c)).
Not included: preparing the plot, water, electricity and sewage connections, the project, municipal fees and, for a tiny house on wheels, the vehicle to tow it. Some builders quote a price with VAT and trailer but without delivery: when comparing, check whether transport is included.
Where to buy a tiny house in Portugal
- Importer with stock: units already built, new and used, with real photos and a price on every product page — this is how Green Village works.
- Portuguese builder, to order: you choose the plan but wait for the build, sometimes on a waiting list.
- Private seller: you inspect the unit yourself, arrange transport and check the trailer's papers.

Delivery on the mainland and to the islands
On the mainland and to the islands, transport is organised by Mobile Home Logistic, included in the price and insured at 100 %. The delivered price includes transport and delivery to your plot, with VAT shown separately. The Portuguese product page price is for the mainland: for the Azores and Madeira, the delivered price is quoted for the address — see delivery to the Azores. The plot needs access and a prepared base, quoted separately.
Is a tiny house legal in Portugal? What the RJUE says
Yes, if the PDM allows that use on the plot and the câmara approves it. The RJUE treats as a building any construction incorporated into the land with a character of permanence, whatever the construction system — wheels or prefabrication do not, in themselves, exempt it from prior control.
The RJUE (Decree-Law 555/99) was revised by Decree-Law 108/2026, in force since 1 October 2026 (Decree-Law 155-B/2026); article 1-A, on modular construction, is repealed, so what decides is the definition of a building in article 2.
- Art. 2(b) and (j): construction works are works that create new buildings, and using land for purposes that are not exclusively agricultural, livestock, forestry, mining or public water supply is an urban operation.
- Art. 4(1) and (2)(c): operations need a licence, a prior communication or a prior communication with a deadline; construction works outside prior communication need a licence.
- Art. 4(4)(d) and (e): prior communication applies in a detailed plan, execution unit or subdivision that sets alignments and footprint, and in a consolidated urban area, if the works respect the plans, do not exceed the most common façade height of the street front and are not subject to land transfers.
- Arts. 6(1)(c) and 6-A: works of minor urban relevance are exempt, but art. 6-A(a) only covers buildings next to a main building, up to 2.2 m high (or up to the ground-floor height), 10 m² and not bordering the public road — not a stand-alone tiny house or one over 10 m².
The final answer is the câmara's: the municipal regulation can classify other works as of minor relevance and set limits beyond those of art. 6-A(a) to (c) (art. 6-A(1)(i) and (3)), and the PDM changes from one municipality to the next. To live in the house after works under a licence, a prior communication or an exemption by favourable prior information (art. 6(1)(h)), you submit a prior communication of use and can use the house as soon as it is submitted (art. 62-A); in other cases, a prior communication with a deadline, with use ten days later unless rejected or inspected (arts. 62-B and 64). Living in it without that communication is an administrative offence (art. 98(1)(d)).
Removable homes and homes on wheels: two municipal plans
- Redondo (PDM, art. 20): modular, prefabricated and removable houses, or similar, whatever the materials or technologies used, are considered buildings subject to prior control.
- Coimbra (PDM, art. 5(c)): a removable or light structure is a non-permanent construction intended for non-residential use — a house to live in does not fit that category.
These are two municipalities: check the rules of yours with the câmara.
Tiny house on rural land: what the PDM decides
The Land Framework Law (Law 31/2014, art. 10) separates rural land — intended, among other uses, for agriculture, livestock and forestry — from urban land, and municipal plans bind private owners directly and immediately (art. 46(2)): on rural land you can only install what the PDM allows. Reclassifying rural land as urban is exceptional (RJIGT, art. 72(1), as amended by Decree-Law 117/2024).
In the prior information request, check the National Ecological Reserve (REN), the National Agricultural Reserve (RAN) and other restrictions. Alternatives: an urban plot with residential use, or a mobile home on a campsite pitch, with the park's rules in writing. More cases in mobile home on rural land in Portugal.
How to place a tiny house on your land: the prior information request
Anyone can ask the câmara for prior information on whether an operation is feasible and on the constraints of the plot (RJUE, art. 14(1)); someone who is not the owner attaches a land registry certificate (art. 14(3)). The câmara decides within 15 days (request under art. 14(1)) or 30 days (detailed request under art. 14(2)), counted from the end of the preliminary review (art. 16(1)) or, where outside bodies are consulted, from the last opinion received or the end of the period to issue it (art. 16(2)). Once the deadline passes, the request is deemed tacitly approved (art. 16(6)), and favourable information is valid for two years (art. 17(5)).
- Land classification and the uses the PDM allows.
- Ask expressly: is a prefabricated or mobile house allowed for housing or tourist accommodation?
- Easements and restrictions, such as REN and RAN.
- Answer in writing.
- Only then buy the land or the house.

Does a tiny house pay IMI (property tax)?
Wheels do not rule out IMI. Under the IMI Code, a property includes constructions of any kind placed on land with a character of permanence that form part of an estate and have economic value (art. 2(1)); constructions that are movable by nature count as permanent when used for non-temporary purposes (art. 2(2)), and permanence is presumed after more than a year in the same place (art. 2(3)). A tiny house kept as a home can be a property for IMI — check your case with the tax office.
Which driving licence do you need to tow a tiny house?
What decides is the maximum authorised mass (MAM) of the trailer and of the combination (Portuguese driving licence regulation, RHLC, Decree-Law 138/2012):
| Trailer (MAM) | Combination (MAM) | Licence | Legal basis |
|---|---|---|---|
| Up to 750 kg | Category B car | B | Art. 3(2)(f) |
| Over 750 kg | Up to 3,500 kg | B | Art. 3(2)(f) |
| Over 750 kg | Over 3,500 kg and up to 4,250 kg | B with a specific practical test | Art. 21(3) |
| Up to 3,500 kg | Over 3,500 kg | BE (requires B) | Arts. 3(2)(g) and 21(1)(b) |
| Over 3,500 kg | Up to 12,000 kg | C1E (requires C1) | Arts. 3(2)(i) and 21(1)(b) |
Driving on the road does not replace the câmara's prior control to install the house.
Tiny house or mobile home?
A tiny house suits those who need little space and, on wheels, mobility; if you need more bedrooms or more floor area, mobile homes give you more choice. Delivered to the UK, in current stock: tiny house from £5,375, used mobile home from £6,042. The full comparison is in tiny house vs mobile home.
