At national level, the Supreme Court (ruling 1917/2024 of 5 December) held that mobile homes are equivalent to prefabricated houses and need a planning licence, applying article 11.4.c) of the Land and Urban Rehabilitation Law (RDL 7/2015), which requires express authorisation for "the placement of prefabricated houses and similar installations, whether temporary or permanent".
