Regulations
In Italy, mobile home installation is governed by the Testo Unico dell'Edilizia (DPR 380/2001) and by regional legislation, concurrent with the state and exclusive to the special-statute regions and the autonomous provinces of Trento and Bolzano (art. 2). A mobile home used as a dwelling, workplace or storage is classed as new construction (art. 3(1)(e.5)) and needs a building permit — permesso di costruire — issued in line with the local zoning plan (art. 10, art. 12). The Testo Unico sets out two exceptions that decide most real cases. On an authorised campsite or tourist village, mobile homes that keep their wheels in working order and have no permanent connection to the ground are not new construction, even if they stay in place continuously (art. 3(1)(e.5)). On private land, including agricultural land, seasonal use or use for objective, contingent and temporary needs falls under edilizia libera: no permit, a start-of-works notice to the Comune, and removal once the need ends — in any case within 180 days, counting assembly and disassembly (art. 6(1)(e-bis)). For stable use on agricultural land, the local zoning plan and regional law decide; before buying, request the certificato di destinazione urbanistica and a written answer from the technical office. VAT is 22% (standard rate). A mobile home installed on an authorised campsite or tourist village, with its wheels in working order and used only on a temporary or seasonal basis, is not entered in the land registry and does not pay IMU (the irrilevanza catastale introduced by the Decreto Omnibus, in force since 1 January 2025); stable installation on private land without a tourist-accommodation licence risks reclassification as a building, which then becomes liable for IMU. For UK imports, units already have EU customs duty included in the delivered price.

On campsites, this infrastructure is typically already in place, which shortens the time to move in. On private land, the groundwork — base, connections and, where needed, a septic system — is arranged locally and stays the owner's responsibility; Green Village coordinates unloading, positioning, the connections and the final check with our team on site. Twin-unit lodges are delivered in two halves and joined on site by our team as part of the same installation visit. A base in concrete or on a reinforced steel frame keeps the unit level on sloped Tuscan or Puglian plots, and our team advises on the right footing before the delivery date is fixed.
