Regulations
In the Algarve, mobile home installation follows the RJUE (DL 555/99, revised by DL 108/2026, in force since 1 October 2026), with local detail set by each municipality's PDM. On your own land, a mobile home installed to stay needs a licença or a comunicação prévia to the câmara, depending on the zone and the PDM — being removable does not exempt it; on rural land, only where the PDM land-use class admits it (rural tourism, camping, tourist development), in practice with a licença. The RJUE treats as a building any construction incorporated into the land with a permanent character, regardless of the construction system (art. 2(a)); the câmara decides case by case — request an informação prévia (art. 14). A licença is refused if it breaches a plan, an administrative easement or a public-interest restriction, including land the câmara lists under the National Agricultural Reserve (RAN) or National Ecological Reserve (REN) (RJUE art. 24(1)(a), 34(4) and 119(1)(j)-(l)); those classifications carry their own separate protections with very limited room for a permanent mobile home — confirm the exact classification with the câmara before buying, especially inside the Southwest Alentejo and Vicentine Coast Natural Park and other Natura 2000 areas. On a licensed campsite (such as Camping Ria Formosa or Parque de Campismo de Armação de Pêra), check with the park how the installation fits within its licence. For short-term rental (Alojamento Local), registration is with the municipality and Turismo de Portugal (DL 128/2014); some central areas of Lagos and Albufeira apply AL containment zones, while rural and inland areas generally remain open. For short-term rental, occupancy and nightly rates vary sharply between the June-to-September high season and the rest of the year — model your own return from current listings rather than a generic percentage. Land costs also vary enormously between inland municipalities and the coast; get a written valuation for the specific plot you are considering rather than relying on a regional average. Installation

Water and electricity connections depend on location — in urban areas, mains connection is usually straightforward; on rural plots, a borehole and an off-grid solar system may be the only option, and our team confirms the viable setup with you before booking the delivery date. Where mains drainage is not available, a septic tank is normally required — your câmara can confirm the specific rules for your plot.
